What a free tour means here
Civitatis lists it as a free tour, which in this format normally means you reserve a place and decide how much to give the guide at the end. Check the activity page for how this one works before you go.
The tree-lined streets and old villas of the concession are better walked than driven past, and 3 hours is short enough to fit before lunch.
Pair it with another walk
The Historic Shanghai free tour covers a different part of the city in a similar format. Doing both on separate days gives you two views of the city for little commitment.
